SUMMARY

A new chapter 17 of the FSS Code (originating from the approved MSC.1/Circ.1523) has been adopted. This contains mandatory requirements for helicopter facility fire-fighting requirements. Additionally an amendment to chapter 8 has been adopted. This applies to prevention of internal corrosion in fire fighting systems, specifically the clogging of sprinklers.

SUMMARY

Amendments concerning Hydro-chlorofluorocarbon (HCFC) Refrigerants. Regulation 12 of MARPOL Annex VI states that:

‘Installations which contain hydro-chlorofluorocarbons shall be prohibited:

.1 on ships constructed on or after 1 January 2020; or

.2 in the case of ships constructed before 1 January 2020, which have a contractual delivery date of the equipment to the ship on or after 1 January 2020 or, in the absence of a contractual delivery date, the actual delivery of the equipment to the ship on or after 1 January 2020”.

However, this does not apply to “permanently sealed equipment where there are no refrigerant charging connections or potentially removable components containing ozone depleting substances’.

SUMMARY

Amendments adopted to make mandatory the requirements for maintenance, thorough examination, operational testing, overhaul and repair of lifeboats and rescue boats, launching appliances and release gear. This is to create a uniform, safe, documented standard for the servicing of appliances. Following annual thorough testing, overhaul and repairs, a statement must be issued, which confirms lifeboat arrangements as being safe for purpose.

These amendments extend the minimum requirements for evacuation analysis on all passenger ships and not only ro-ro vessels. Essentially they concern the mandatory evaluation of escape routes in the design process of passenger vessels. Associated revised guidelines for new and existing passenger ships were approved at MSC 96 in May 2016 (see MSC.1/Circ.1533).

SUMMARY

Multiple amendments. One set of amendments adopt provisions for safe return to port after a flooding casualty occurs on new passenger ships to existing passenger ships constructed before January 1, 2014. Specifically, the revisions of SOLAS II‐1/Regulation 8‐1 require an onboard stability computer or access to shore‐based support for the purpose of providing operational information to the Master for facilitating the safe return to port after a flooding casualty on existing passenger ships. Compliance is required no later than the first renewal survey completed after January 1, 2025. Another set of amendments to SOLAS IV, regulations 7, 8, 9 and 10, and the High Speed Craft Codes (1994 and 2000) were also adopted. The amendments reflect the migration of maritime safety information from Inmarsat to an IMO recognized mobile satellite service, following IMO approval of Iridium.

SUMMARY

The amendments include revisions of the following classification categories:

 

  • Class 1: Explosives ‐ hazard divisions for packages containing pyrotechnic substances are revised
  • Class 3: Flammable liquids ‐ the marking, labelling and testing of packages containing viscous liquids are revised
  • Class 4: Flammable solids – revision of the classification of self‐reactive substances
  • Class 5: Oxidizing substances and organic peroxides ‐ packing instructions and methods are revised
  • Class 8: Corrosive substances ‐ a completely new Chapter 2.8 is adopted
  • Class 9: Miscellaneous dangerous substances and articles, and environmentally hazardous substances ‐ the marking and packaging of lithium batteries are consolidated.

 

The Emergency Response Procedures for Ships Carrying Dangerous Goods (EmS Guide) has also been completely revised and is to enter into force on January 1, 2020. Voluntary application is allowed as of January 1, 2019.

SUMMARY

These amendments relate to cargo residues and tank washings of persistent floating noxious liquid substances (NLS).

These amendments strengthen, in specified sea areas, discharge requirements for cargo residues and tank washings

containing persistent floating products with a high viscosity and/or a high melting point that can solidify under certain conditions (e.g. certain vegetable oils and paraffin-like cargoes). The amendments add new paragraphs to MARPOL Annex II, Regulation 13 on the Control of discharges of residues of noxious liquid substances, to require prewash and discharge of residue/water mixture generated during the prewash to a reception facility, for specific products, in specified areas (Northwest European waters, Baltic Sea area, Western European waters and Norwegian Sea).
